Carsharing in BC has matured beyond a niche mobility service. Residents want flexible transportation options, operators are ready to electrify fleets, and municipalities increasingly recognize the role shared mobility plays in reducing congestion, emissions, and parking pressure.
So why is growth still uneven?
Our research across 38 BC municipalities found that the biggest barriers to expansion are not consumer interest or technology limitations — they’re fragmented governance structures, inconsistent parking policies, and disconnected implementation pathways between neighbouring jurisdictions.
The municipalities seeing the strongest outcomes are not necessarily the most ambitious. They’re the ones creating stable, coordinated conditions for operators to succeed.
